As usual with FC at the moment even the introduction of this policy has been followed through in a cack-handed way. Old documents and contact details on the site despite what the website news item says - not clear if we have one or two Welfare Officers - taking credit for copying and pasting the FA's procedures (not very well) - who is responsible for this? Well, that's not straight forward as the Board Roles still show former Board members on the website. Very poor and lacking in transparency if you can't tell who is responsible for something.
However, there are some interesting paragraphs in the new policy. Here are just a couple:-
Bullying 11. We acknowledge and endorse The FA’s identification of bullying as a category of abuse. Bullying of any kind is not acceptable at our club. If bullying does occur, all players or parents/carers should be able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the Club Welfare Officer in cases of serious bullying the County FA Welfare Officer may be contacted.
Respect Codes 12. Respect codes of conduct for Players, Parents/Spectators, Officials and Coaches have been implemented by FC United of Manchester Football Club. In order to validate these Respect codes of conduct the club has clear actions it will take regarding repeated or serious misconduct at club level and acknowledges the possibility of potential sanctions which may be implemented by the County FA in more serious circumstances.
Unless we allow people at the Club to be bullied as soon as they reach 18 or only have respect for others where under 18s are concerned I presume the Club will now be following up all instances of bullying and serious misconduct.
A good place to start would be to investigate the Puppet Master's bullying emails to all sitting Board members prior to the December 2016 AGM. I look forward to seeing what action they will take.

when the proles are voting for the wrong people then democracy itself is bankrupt and needs to be replaced with the real democracy of listening to the opinions of those who knows better. The very fact that the bullied people at this club can't show any evidence of their hounding by the red issue puppet master shows how powerful he actually is. My friends and I from Britain First have been drawn to the club because of its problems with so-called democracy. What we need is a strong man, a lone figure to implement the real will of the members. The board will obviously need to exist to legitimise the plans but otherwise they need to keep quiet as the real leader undertakes his exciting monologues.
FC needs to burn down the reichstag, declare a state of emergency, let loose the SMRE brownshirts and enforce REAL democracy.

It looks like they're "listening". They've put the information on the new version of the website that nobody goes on. It would appear these days that there is no one who knows how to update the main website. How long do they need?

No one can access the new website you say? Fact check: Millions of people in Manchester and around the world can access the new website. Maybe you need some lessons in how to use a computer or maybe you're just maliciously spreading bullshit.
